I was not aware of the purpose of the tie, thanks! I figured it evolved from other forms of fashion, but never really thought about it.
And since it is cultural, there is no reason to assume it can't be changed and no reason to continue to enforce it without a rational, logical, scientific reason of protecting from harm. "Harm", in this case, is a cultural artifact that can be corrected with the evolution of cultural stigmas and being exposed to breasts and genitals is not inherently "harmful" the way exposure to a virus is (and wait! We've found a handful of ways to make even that not a danger!)
