Here's how it works.
You go to the website and choose from its list of participating restaurants. Then you purchase a gift certificate valued at $25 but you only pay $10. Then you print it out and go to the restaurant and buy some food within the gift certificate's restrictions.
The most common restriction is that you have to purchase an entree or 2 at a minimum of $35.
So, you pay $10 at the website, then another $10 to cover the meal's price over that of the gift certificate. You have just spent $20 for a $35 dollar meal. Not a bad discount, I think.

The catch here is that you can only purchase these tix by phone. There may also be some other strings attached like sitting through a timeshare presentation, but I just spent one hour of my life sitting through one and in exchange got a free 4-day/3-night Bahama cruise. I think it's a pretty fair exchange - or rather, a pretty unfair one but one in which I benefit :-D
