That's a good point; that kind of law is totally not on my radar, so it didn't occur to me. Oops.
It sounds like it's way worse in Israel. I've more than once been glad that we don't have a culture of bargaining here (except in certain restricted situations, like buying a car or negotiating a salary, both of which I find really annoying, but that's another subject). Of course what petite_lambda is describing goes beyond mere bargaining, and I'm really glad it doesn't come up much here.
